Membership Policy

Purpose and Application
- The purpose of this Policy is to describe the terms, conditions and minimum requirements needed to apply or renew membership within Basketball New Brunswick Inc. (hereinafter “Basketball New Brunswick”), as outlined in the Basketball New Brunswick’s By-laws and this Membership Policy.
- This policy applies to all Basketball New Brunswick Voting Members and candidate members.
General
- Membership is required to participate in Basketball New Brunswick’s competitions, events and programs.
Categories of Membership
- As described in the Basketball New Brunswick’s By-laws, the category of member is:
- Voting Member - any organized minor basketball association composed of Registered Participants that has complied with the admission requirements described herein and the Corporation’s Membership Policy.
Requirements for Admission of New Members and Renewal of Members
- Candidate members and Members requesting renewal of membership will:
- Makes an application for membership in a manner prescribed by Basketball New Brunswick;
- If previously a Member, be in good standing or ceased in Good Standing;
- Pay fees as prescribed by the Board;
- Agrees to uphold and comply with the Corporation’s By-laws, governing documents, policies and procedures, rules and regulations;
- Comply with this Policy;
- Meet any other conditions of membership determined by the Board;
- Meet the applicable definition listed in Section 2.1 of Basketball New Brunswick's By-laws;
- Provide proof of their business status (incorporation, sole proprietorship, partnership, etc.)
- Provide proof of adoption of Basketball New Brunswick’s governing policies and procedures, including but not limited to:
- Proof of Business Status
- By-laws
- Code of Conduct
- Discipline and Complaints Policy
- Appeal Policy
- Make available their annual financial statements to Basketball New Brunswick within 6 months of their fiscal year end and supporting evidence if requested
- Make available a copy of their By-laws and Annual Meeting Minutes
- A complete list of Directors and Officers, including, name, address, phone and email address
- A complete list of Registered Participants, including name, address, phone, email address and date of birth
- Proof that a bank account exists and that there are a minimum of two (2) signing officers
- Provide proof of compliance with Basketball New Brunswick’s Screening Policy.
- No candidate will be approved or renewed as a Member unless approved by Ordinary Resolution by the Board or by any committee or individual delegated this authority by the Board. Conditions may be applied as deemed appropriate by Basketball New Brunswick.
Membership - General
- All Members must:
- Have a head office or business address located in New Brunswick
- Have a minimum of twenty (20) Registered Participants
- Use Basketball New Brunswick’s registration system where all Registered Participants are registered (directors, officers, volunteers, trainers, athletes, coaches, admin, etc. ) and pay any related fees
- Accurately report their registration and membership numbers annually to Basketball New Brunswick.
- Appoint two individuals to act as the Member’s point of contact;
- Submit the Member’s contact information including address, telephone number, email and web address to Basketball New Brunswick;
- In a timely fashion, submit any other information reasonably requested by Basketball New Brunswick.
Suspension, Termination, Removal, and Rejection of Application
- Basketball New Brunswick may suspend, terminate, or remove a Member as follows:
- As described in the By-laws
- Per Basketball New Brunswick’s policies for discipline and complaints
- If the Member fails to pay member fees or other monies owed to Basketball New Brunswick by a deadline specified by the Board (or designate)
- If the Member, when an organization, is dissolved
- If the Member, when an individual, dies
- Basketball New Brunswick may reject an application for membership if:
- The candidate fails to comply with the Basketball New Brunswick By-laws or this Policy
- The candidate fails to submit the required information
- The candidate provides inaccurate or false information
- The candidate was not a member in Good Standing at the time of their application
- The candidate is subject to disciplinary action or measures
- Any other reason deemed reasonable by Basketball New Brunswick
Good Standing
- A Member is in Good Standing as described in the By-laws.
Conflict
- If this Policy conflicts with the By-laws, the By-laws shall prevail.
APPENDIX A: CANADA BASKETBALL REGISTERED PARTICIPANT FEE STRUCTURE
Annual Fee $9.00/Registered Participant
- Competitive Athletes & Coaches
- Defined as all athletes and coaches participating in Member teams, local club/rep/travelling teams, in a league and/or tournament and those who participate in their respective Member club championships.
- Local club/rep/travelling teams are defined as a youth basketball team in which they compete with other teams from another club, organization, school, or company.
- Grassroots & House League Athletes & Coaches
- Defined as all athletes and coaches participating in recreational house leagues, and other Member grassroots programs.
- House League is defined as a youth basketball league in which the participants of all teams belong to the same organization, school, or company; teams play only others in the same league and do not travel outside a limited area for competitions.
- Referees & Referee Coaches
- Defined as all national, provincial, and local referees and referee coaches/instructors in all Member jurisdictions.
- Referee membership categories have been bundled as follows:
- Category #1 (rookie, novice, student, probationary, developing)
- Category #2 (regular, senior)
- Category #3 (associate, dual): typically, members that are affiliated with more than one LBOA and/or a Member that is not a game official (i.e., LBOA/PBOA executives, assignors, etc.)
- Category #4 (life): a form of recognition for service, which generally includes the LBOA or PBOA paying for the Registered Participant’s annual fees.
- Canada Basketball Organized Programs
- Defined as all athletes and coaches participating in programs and events organized by Canada Basketball.
- These may include but are not limited to: Jr NBA Youth Basketball, Jr Academy, National Championships, Coach Education workshops & events.
- Other
- Defined as all athletes and coaches participating in other “Adult” men’s league, women’s league, senior league, and other programming that is captured in provincial and territorial memberships.
Payment Instructions:
Payment will be collected at the time of participant registration on RAMP via credit card directly to Canada Basketball (preferred). Any other payment plans must be approved by BNB staff at the time of membership registration.
APPENDIX B: BASKETBALL NEW BRUNSWICK MEMBERSHIP FEE
Annual Fee: $100/Group
- Sanctioned competition within New Brunswick and against members in good standing of other Canadian PTSO’s
- Sanctioned competition against other groups at the discretion of BNB staff.
- Eligible to participate in BNB Age Class Provincial Championships
- Access to SportNB Member Benefits including, Sport Insurance and Safe Sport Complaint Mechanism
- Access to the NB Amateur Sport Fund in order to accept donations and send donors charitable tax receipts
- Access to funding opportunities for Sport NB members including Jumpstart, Kidsport, Prokids and GNB
- Access to NBAABO certified officials
- NEW Eligible to participate in BNB regional and provincial regular season league play
Payment Instructions:
Payment must be sent by E-Transfer (preferred) to info@basketball.nb.ca or cheque at the time of membership renewal. Member and Affiliate Groups will not be permitted to conduct ANY on-court basketball activities until their registration has been confirmed by BNB staff and payment has been received.
APPENDIX C: BASKETBALL NEW BRUNSWICK REGISTERED PARTICIPANT FEE STRUCTURE
Annual Fee $15.00/Registered Participant
- Competitive Athletes & Coaches
- Defined as all athletes and coaches participating in Member teams, local club/rep/travelling teams, in a league and/or tournament and those who participate in their respective Member club championships.
- Local club/rep/travelling teams are defined as a youth basketball team in which they compete with other teams from another club, organization, school, or company.
- Grassroots & House League Athletes & Coaches
- Defined as all athletes and coaches participating in recreational house leagues, and other Member grassroots programs.
- House League is defined as a youth basketball league in which the participants of all teams belong to the same organization, school, or company; teams play only others in the same league and do not travel outside a limited area for competitions.
- Canada Basketball Organized Programs
- Defined as all athletes and coaches participating in programs and events organized by Canada Basketball.
- These may include but are not limited to: Jr NBA Youth Basketball, National Championships, Coach Education workshops & events.

Payment will be collected at the time of participant registration on RAMP via credit card directly to Basketball New Brunswick (preferred). Any other payment plans must be approved by BNB staff at the time of membership registration.
Any unpaid registered participant fees after November 1 will be invoiced to Member Groups and due within 30 days.
APPENDIX D: BASKETBALL NEW BRUNSWICK AFFILIATE REGISTERED PARTICIPANT FEE
Annual Fee: $8/Registered Participant
- Other
- Defined as all athletes and coaches participating in other “Adult” men’s league, women’s league, senior league, and other programming that is captured in provincial and territorial memberships.
- Groups organizing and hosting summer camps and other events, at the discretion of BNB staff.
Payment Instructions:
Payment will be collected at the time of participant registration on RAMP via credit card directly to Basketball New Brunswick (preferred). Any other payment plans must be approved by BNB staff at the time of membership registration.
Any unpaid registered participant fees after November 1 will be invoiced to Member Groups and due within 30 days.
APPENDIX E: BASKETBALL NEW BRUNSWICK MEMBER PERFORMANCE BOND
1.0 Performance Bond Requirement
1.1 New Member Clubs
All newly admitted member clubs must submit a performance bond of $1,000 within 30 days of receiving provisional acceptance from Basketball New Brunswick (BNB). The bond is held as a financial guarantee to ensure compliance with BNB's policies, registration processes, and obligations during the initial years of membership.
- The bond is held for a minimum of two membership years.
- It is eligible for full refund after two years of consistent compliance and good standing, subject to BNB's review.
New Member Clubs may request waiving the performance bond in writing, to the Executive Director.
1.2 Existing Clubs in Non-Compliance
BNB may require an existing member to submit a $1,000 performance bond as a condition of continued membership if:
- The Member has received formal written warnings for non-compliance with policies, Safe Sport requirements, or operations;
- The Member is no longer considered a member in good standing;
- There is a history of late payments, unfulfilled commitments, or failure to meet registration requirements;
- The Member has caused reputational or operational harm to BNB or its members.
Failure to submit the performance bond by the specified deadline may result in:
- Suspension of membership privileges;
- Ineligibility for BNB Age Class Provincial Championships and other programming;
- Revocation of membership.
2.0 Refund and Forfeiture Conditions
2.1 Refund Eligibility
Performance bonds may be refunded in full if the club:
- Remains in good standing with BNB;
- Participates consistently fielding the required number of teams and programs;
- Meets all governance and compliance requirements;
- Submits payments and registrations in a timely manner.
Refunds must be requested in writing and will be reviewed by the Executive Director or their designate.
2.2 Forfeiture
BNB reserves the right to withhold or retain the full performance bond in the following circumstances:
- Member withdrawal from scheduled events without reasonable notice;
- Breach of BNB policies, including Safe Sport, Code of Conduct, or financial obligations;
- Failure to fulfill required responsibilities resulting in disruption or reputational harm.
Forfeited bonds will be used to offset administrative or operational impacts caused by the club.
3.0 Appeal Process
Clubs may appeal forfeiture decisions in writing to the BNB Board of Directors within 30 days of the decision. The Board's decision is final.
